Weather officials warn that showers and storms moving into the area this afternoon could lead to flash flooding. Excessive rainfall may cause flooding in rivers, creeks, streams, and other low-lying areas. The notice was issued at 5:19 p.m. EDT on July 16, 2023, by the National Weather Service in Binghamton, New York.
